georeferencing gone haywire

Earlier in 2024 I georeferenced some tiff images, and saved the georeferencing. Things were working. Then several months later, I added the tifs to a project, and they no longer show up where they are supposed to. The georeferencing points are still visible in the places they are supposed to be, but the actual image is giant, and mostly just white space. Ok, I thought, I'll try re-doing the georeferencing. It isn't working. I deleted the existing control points and chose "fit to display", but when I add control points that are definitely good matches, the image just stretches and moves all around, not in the places I pin it. What can I do?

Have you done any upgrades to ArcGIS Pro since you initially georeferenced the tiff images? Are you using the same Pro project? Does the same behaviour occur in a new project?
