Georeferenced Raster Moves When Zooming

We are digitizing based off of an image that has been georeferenced and when you zoom in, the digitizing appears to be "off" or misaligned. However, when you zoom back out, it realigns itself. I've included pictures to try and better explain what we're experiencing. We've been in contact with ESRI but they're claiming it's human error for some unbeknownst reason. 

Even if you take away the digitizing aspect and look at the raw image compared to the image in the mosaic dataset, they are even off from each other at certain zoom levels.

Are they both in the same projection/coordinate system? If not it could look right at the scale it was digitised at, but be completely off at any others.

David, yes they're in the same coordinate system/projection.

Also important to include, take the digitizing away, the raw image will be off from the same image that's in the mosaic dataset.
