Georeference Anchor Re-Centers After Every Operation

Is there a way to get the georeferencing anchor point (not "control point") to stay put when rotating/scaling raster images using the georeferencing tools? I can re-position the anchor point using the Ctrl key, and it stays put during the immediately following rotate/scale operation, but as soon as that operation is finished, the anchor point moves back to the center of the raster. It would be nice if the anchor point stayed where I placed it because I frequently go through a whole sequence of rotate/scale/rotate/scale/etc/etc/etc operations, and having to re-position the anchor point between each operation is a pain.

The gif below shows an example of what I'm talking about. In reality, I'm working with much larger maps, requiring me to pan and zoom much more in order to get back to the center of the map to grab the anchor point again.

Essentially, I'm interested in the practice of reducing mouse clicks and keystrokes, and not having to re-position the anchor point each time would be a step in the right direction.
