In ArcPro 3.5.3, when I go to create projects, open projects, or even import maps, any items that require navigation within the file explorer Pro locks up, and no pop-up appears. In order to unlock, I have to hit esc. I have tried restarting, and I have also uninstalled and installed Pro with the current patches in place. Is there something that needs to be done to bring back the explorer window?

It is behaving as if at one time there were multiple monitors or the monitor resolution was changed (or other reason) and the File Explorer window is opening up off screen.
You could try these steps:
press the open button as in your image
then, without any other clicks/keys, hold the <Alt> key down and press the spacebar ONCE (then release Alt key)
this will activate the Move/Restore window
(this would be happening off screen so you won't see it)
press the Down Arrow key ONCE (this will select the Move option) and press enter ONCE.
(again, this will be offscreen so you won't see it)
Press any of the Arrow Keys ONCE and your cursor should jump to the top of the windows explorer window and you will be in "Move" mode (if this is your problem, the cursor will jump off screen).
Now, without pressing any mouse or keyboard keys, move the mouse around to see if you can bring the the FE window back to the current monitor extents.
It can be finicky as far as clicking/arrowing so if it doesn't work, might try the same procedure with notepad or other app that has the FE window visible so you can 'practice' the correct steps.
