Hi

Is there is a way to export a GEOPDF with some layers as an image in ArcGIS Pro?.
For example, if I have four layers in total, I only want one layer to turn on and off, and the rest appear as an image.

Please let me know if there is a solution.

There are no options to do so when creating the pdf

which leads to the possibility of converting your unwanted vector layers to raster first

maybe Dan's solution could be achieved by first publishing your three "secret" layers as a map service in AGOL /Enterprise, then add this service to your Project before saving as PDF
