Error Using CreateSharingDraft/Stage Service

Hi.  I was wondering if anyone has encountered the following error when running the "Stage Service" gp tool from an .sddraft file generated using the CreateSharingDraft function?  We are using the script as written from the CreateSharingDraft documentation.  

I'm assuming the warning means that the layer is excluded from the output so then the error is thrown.  But we can't figure out why the layer is not supported.  The IncidentsPoints is a simple point feature class in a local file geodatabase.  

Also, we are using Pro 2.4 and trying to publish to ArcGIS Server 10.5.1 without Portal.

So, what are we missing?
