ERROR 002698: Append to Fire Incident feature layer

I'm getting this error when I try to load my CAD data into the Fire Incident feature layer - a hosted feature layer which is part of the Fire Incident Dashboard solution.

ERROR 002698: No permission to perform the operation upon the datasource.
The user does not have permission to execute the operation. [Create capability is not set]
Failed to execute (Append).

I have checked that the Fire Incident layer has editing capabilities enabled.  

I get these errors all the time in trying to work through these solutions, but this one has me stumped.

Hey Dawn, I was also running into this error today. However what I found was in your Hosted Feature Service change the Editing > What kind of editing is allowed > change from 'Attributes and Geometry' to 'Attributes' Save > then revert back to 'Attributes and Geometry > save. 

I then closed my ArcGIS Pro session and re-opened it. At this point, the Append tool worked for me. Hopefully this works or you may have found another solution by now.
