No to both.

But they do have properties that can be accessed through arcpy

some of which can't

Terrain dataset properties—ArcGIS Pro | Documentation

since both possess floating point 'z' values, there will be no table, just like a floating point raster

OK thanks. I had never seen one, but wondered if one could be created -- looks like the answer is "no".
