Distance and Direction Issues

Need some help.  I am getting an error when I try to use the Distance and Direction function on a new map.  Specifically when I try to add a circle, radius, or a line I receive the following error message.  After clicking OK, it says it is loading the required layer package, but it just sits on that screen for hours and I have to exit the application using Task Manager

I saw the same behavior, first time trying to use this tool in ArcGIS Pro v3.0.2.
