create stretched raster color ramp for specific values

I have a raster data set that is created in real time. The exact range and distribution of values will vary each time. I want to apply a stretched color ramp with specific colors at certain value thresholds.It's basically like a temperature forecast map where the legend always shows everything from bitter cold to extreme heat, even though only part of that range will apply on any given day. This seems like a basic thing to do, yet somehow I'm not seeing the answer.

I'm trying to mimic this legend from a polygon layer, except it's for a raster and I want it stretched:

To summarize, the goal is:

  • Raster source, data vary in real time
  • Stretched legend with colors tied to specific values

 

I might have to make a raster with the theoretical min/max limits to create my symbology template (can do, just don't have one yet).

I found the Color Scheme Editor and created this approximation of the colors. It looks ok, but I can't figure out how to tie it to actual values. The positions are in percent, which I guess is percent of the range or maybe percentile values. I also fooled around with the histogram options a bit, but didn't quite see how those help.

What am I missing? This seems like a very basic function in raster mapping, so I'm assuming it's possible.

I am primarily working in Pro, but also have publishing to AGOL in mind for this down the road.
