Create Space Time Cube Defined Locations error

I have various air monitoring  location which collect data for various parameters at every 1 hour. But sometimes data is missing for some stations. I have featureclass that stores locations and related table that stores temporal data (Featureid, Parameterid,MeasurementDatetime, Parametervalue). The data can't be always continuous because sometimes stations are on maintenance or network issue. When i run the tool it says

All Defined Locations had at least one time period without exactly one record.

Does this mean i need to have one record for every hour and if there is any break in between then it will break.?

Thanks for your reply. It's very difficult to do because sometimes whole month stations have some problem. Then this is be huge work to do it.
