Create Map Tile Package of Basemap (export)

I'm trying to run the tool Create Map Tile Package and use one of the basemaps that are labeled for export but I get the following message that the layer type is not supported.  I tried this in Pro 2.2.3 and ArcMap 10.5.1.

The tool in Pro from the main ribbon called Download Map works with this layer to create a tile package.  But I would like to get the "Create Map Tile Package" tool working because the users I support are mostly using ArcMap.  

So why isn't the Create Map Tile Package" tool not working with this Layer?  I tried several of the "(for Export)" layers to no avail.

In essence, now you can use the "Download Map" functionality of Pro:

Take a map offline—ArcGIS Pro | ArcGIS Desktop

You will be able to use the Create Map Tile Package tool on the exportable tile layers in the Pro 2.3 release...  or download map, as mentioned.

Thanks for the replies.   There is also separate tile package creator Esri nicely provides.   https://github.com/Esri/TilePackageKreator.  The ArcMap user apparently needs to use this tool.
