I am trying to understand when IS_RETIRED should be used for Contingent Values.
I assumed that this would ordinarily be FALSE since the values would be in use by default. The only ESRI example that I am able to find of it being used is here (see AnimalTax download):

But in this situation it has been set to TRUE, and remains in use - so now I'm not altogether clear on its purpose. Please can someone clarify how it should be used?
