Combine Range and Rotate animation in ArcGIS Pro

Hi

I need to make an animation in ArcGIS Pro visualising a city sprawl. I have data on year each building was built. 
Visualisation should gradually show city expansion by adding buildings at 10y interval, and rotate around the area at the same time for visual effect. 

Is it possible to combine Range Slider Steps and Circle Round Left Around Center options when animating? 

Is it possible to simultanously have a label/number appear, that indicates which year is visualised, example: 1900, 1910, 1920...
