I've created Coded Values in a Domain, for Parcels, to enumerate 10+ Zoning Categories. The Codes and their Descriptions have been created.
When I right click the Parcel layer in the ToC > Symbology > Primary Symbology: I choose Unique Values. I set Field 1 to Zoning_Category. On the Classes tab, I hit the Add All Values icon. Here's the problem: The Symbol only displays 6 symbols, even though there are 11 coded values available.
I DID click/check More > Include all other values, but the other classes do not get added to the Classes
How do I make both the Symbol column (Classes tab) and the Table of Contents to display all 11 classes?

Solved! Go to Solution.
I copied the Parcel FC into my new Default.gdb. Then I set the symbology to display Unique Values for the Zoning_Categories. It displays the categories in the Symbology pane, but not in the Table of Contents. Surprising and frustrating.
Still needing a solution for this : /
Sorry that didn't work, without seeing the data its hard to troubleshoot further. I think you have two options, I'd be happy to look at the data if you can share you GDB and export the Layer file, or create a support case.

I see I was on the List by Selection tab of the Table of Contents (ToC) all this time. When I change to the List By Drawing Order tab, all the coded value categories are displayed in the ToC as they should be.
