Is there a setting to change the default location where packages are unpacked? I have seen some posts about there being an enhancement, but I cannot find documentation or a setting in options to modify this.

[ENH-000105809: User wants to change the location manually when unpacking the package in ArcGIS Pro.]

Currently, it exports to the user's documents folder.

C:\Users\<usermname>\Documents\ArcGIS\Packages

How does one change this?

Set sharing and download options—ArcGIS Pro | Documentation

under Set unpacking options

You can specify a folder in which project packages are unpacked. The default location is C:\Users\<user>\Documents\ArcGIS\Packages.

To add to Dan's answer (correct), ENH-000105809 was implemented in ArcGIS Pro 2.4 (circa 2019).
