Cannot extrude (and grayed out)

For some reason, I cannot perform the extrusion on ArcGIS Pro 2.4.3.
The Extrusion group no longer appears under the Appearance tab unless it's a multipatch but also grayed-out.
As for the raster images, when I goto the layer property and see the elevation tab, the only option that I have for "Features are" is "on the ground".
What I'm trying to achieve is to place those area solar radiation results on top of the building.
