Can't install Python Package Manager

I'm trying to install Python Package Manager in ArcGIS Pro, I currently have version 3.0.2.  I need access to Data Loading Tools but it appears to be missing and needs to be re-installed via Python Package Manager.  In the attached picture from a Google search gave specific steps, I do not see "Python" as an option to click.  Please see the second screen shot. Getting the run around from Google/ESRI searches and can't figure what to do next.  

I did have Data Loading Tools before, I suspect something happen after an update.  Should I just re-install ArcGIS Pro?

You dont install the package manager, it exists, go to the backstage from the Project Menu


... sort of retired...

That works, thanks so much!  I guess the Google instructions were out of date since it was showing the "Python" tab in the backstage in the Project Menu.
