ArcGIS Pro 3.6 cannot create a project package if georeferenced PDFs are opened on a map, even when placed as attachments and saved in a folder within the project. The project package fails to package with the generic error "general function failure".
If the PDFs are removed from the map, the project is packaged normally. I tried all options for packaging locally or uploading to ArcGIS Online, sharing within or outside the organization, with/without toolboxes, and with/without only valid history items. Grouping or ungrouping the PDFs in the map, removing their transparencies, and everything fails.
The workaround is adding the PDFs only as attachments to the project package and asking the recipient to add them to the map after unpacking. However, the expected behaviour would be that ArcGIS Pro could package a project that has maps with georeferenced PDFs. Has anyone experienced a similar behaviour? Are there any active BUGs for this issue?
