Attribute field values not the same as Unique Values

Please see screenshot below:
Why are my Attribute field values not the same as the Unique values listed in the Symbology pane?
These are 'Text' values, and I even tried adding "0's" in front of the single digit values but that still didn't change things in the Symbology pane.
It sorts the way I want in the Attribute Table, but not in the Symbology pane.
...Any ideas?
