Can ArcGIS Pro be installed on a computer that cannot hit the internet?

Never mind. I had to run it locally to extract it first. Then copy the extracted install files to the server.
I know you can take it offline with named user license (see this link )
So it has to be downloaded, but not necessarily run when downloading, and it needs to be registered, but it can then be taken offline.
I need to install it on a server that does not have internet connectivity - it is locked down. Is there a way to install on a server in this type of locked down environment? Is that the reason it is failing? The installation application does not even come up at all and I am executing "Run as Administrator". It throws the following Application Error:
