I am referring to Named User licensing in ArcGIS Enterprise

  1. Having 10 named user licenses (User type: Editor) in ArcGIS Enterprise portal (version 10.9), is it still required to purchase additional ArcGIS Pro (version 2.9) licenses for the same 10 users?
  2. How to setup the ArcGIS Workflow Manager (service-driven) add-on licenses for Portal and ArcGIS Workflow Manager (service-driven) ArcGIS Pro extension licenses in this model?

A few things to note regarding Named User licensing for ArcGIS Pro.

1. Only GIS Professional (Advanced, Standard and Basic) User-type includes ArcGIS Pro (Advanced, Standard and Basic) license respectively.

2. Creator is the only User-type that is compatible to ArcGIS Pro Add-on license.

So, you could either upgrade your Editor User-types to GIS Professional (Advanced, Standard and Basic) user-types.

Or you upgrade  your Editor User-types to Creator User-Types, and purchase ArcGIS Pro add-on licenses.

*However you may opt for Single-Use or Concurrent-Use licenses as well.

Hello Ranga,

Your named user license in ArcGIS Enterprise Portal is the same as the license you use to authenticate the user for ArcGIS Pro.  You do have to assign the license to the user and then when you start ArcGIS Pro, configure the license for the user by signing them into the portal.
Here is some instructions on how to accomplish this:

Assigning ArcGIS Pro licenses: https://pro.arcgis.com/en/pro-app/latest/get-started/assign-named-user-licenses-in-arcgis-online.htm

Start ArcGIS Pro with a Named User License: https://pro.arcgis.com/en/pro-app/latest/get-started/start-arcgis-pro-with-a-named-user-license.htm
