arcgis pro label annotation behind feature

I have to edit the location of my labels, so I annotized them, but the result is that they are below/behind, hidden from view by the feature class I want them to be on/above. seen.  How do I get Arcgis to treat my labels like a feature/layer/shapefile and give me the flexibility to put specific labels where I want them?  or turn them into text fields I can manually move would work too.

Hey nic jay‌,

If you have converted your labels to annotations you can change the order that they draw in the contents page. Try moving your annotation layer above the feature class.

To move or manipulate the labels you can use the editing tab to move, scale, rotate, etc. Just select the annotation layer in the contents pane and go to the edit tab.
