Is there a way to develop angular dimensions within ArcGIS Pro? So far, I've only been able to figure out linear lengths but what I would like to do is have the radii/angles from a starting point:

Are you referring to this for angular unit setup?

Not quite - we're working with Dimension feature classes, within a Geodatabase. What I'm trying to do (and understand if there's even a way to) is create dimensions for radial angles, as highlighted below:

I cannot find a way to create an angular dimension.  I can't believe 2 things here: 1.  That this feature doesn't exist, it's fundamental to communicating shapes. 2.  I've been using Esri products for decades and am astounded today is the first time I've needed to draw an angle dimension.  I guess it waters down point 1 quite a lot.
