Arcgis Pro 2.3 Fresh install Not opening at all

Greetings, as the title states i can't open Pro at all.  My computer is more than capable of running it. I have reinstalled several times and nothing! 

Any suggestions or tips? 

I have tried running as administrator also!

It doesn't open at all?  Do you get any kind of splash screen?

EDIT: and when you say 'fresh install' does that mean you had never had Pro installed on the machine before?
