Arcgis pro 2.3.3 on win10 error for utility network project file

I have just upgraded my PC from win7 to win10 and have installed arcpro 2.3.3. When trying to open my project that was created on win7 using pro2.3.1 I am now receiving an error.
Update: Using an admin profile I have no issues. Is there a certain permission that needs to be applied in windows 10?
