Adding a Lyr File to ArcPro

I have been trying to add USA Major Roads to my ArcPro map. I keep getting the below error.

It is a layer package, so I have downloaded it. It was created in my User > Documents > ArcGIS > Packages folder, but when I go to that location, and try to add the .lyr file, I get this exact same error. I got this layer package directly from Esri's Portal. 

This layer file adds to ArcMap just fine.

What is the data source for the layer?  Is it sdc?

I have never worked with an SDC format, how do you tell if it is or not?

Yes, it is an .sdc file type which is not supported in ArcGIS Pro:

In Pro, can you use any of the Living Atlas content for roads?

This is a Map Image Layer:

The other options from the Living Atlas, that i can see are web maps, not layers. The only feature layer is the 2018 USA Traffic Counts, which I don't need.

What about the World Transportation layer?

Yeah, I found a world roads feature class that I was able to bring in. I was just trying to use the Living Atlas to get some practice working with it. All is good with my map now. Thank you for all your help!
