3.4.2 ""External sharing process failed" error when packaging project

This project packaged successfully 5 months ago (version 3.4.0?), but now after only minor updates fails to package:

The final entry in the log is nearly useless: "StatusMessage: The project package tool has started".

The projects contains six layouts and ten maps, but even when stripped down to a single layout and map with no references to the enterprise SDE database, it still fails with the same message.

Any suggestions?  Is project packaging broken in 3.4.2?

Package Project (Data Management)—ArcGIS Pro | Documentation

Try the tool and limit the sharing/package version to 3.4 to rule out issues with sharing to older versions of Pro.

Also check that all edits are saved and you have cleared out your history/caches/any junk first.

Hopefully the options within the toolbox tool will provide more options to help you narrow the issue down

I believe the project was clean, as Dan suggested, but there must have been something there that was interfering.  I created a new project and copied all database connections, styles, toolboxes, maps, and layouts into it, and packaging works as it is supposed to.
