Using ArcGIS Pro1.4, snapping to Layout guides does not work

Snapping is turned on in Layout. vertices will not lock to layout guide lines.

I'm in 2.0.1, and still having this issue. Snapping is turned on:

but my elements (scalebar, text box, north arrow) aren't snapping to guides or anything.
