Zoom with right click and drag while georeferencing/adding second control point

When georeferencing, it is impossible to zoom in/out with a right click and drag. You get a prompt to enter coordinates. The software should be able to detect a difference between a right click and a right click and drag as it does in the map view, layout, etc.

UPDATE: This works when adding the first (source) control point, but not the second (target) control point. Updated title for specificity.
