Zoom to layer & fixed zoom in/out in layout view

Request to allow for zooming to layers and fixed zoom in/out with activated (or even selected) map frames on the layout. These options are currently grayed out in 3.3, requiring you to either eyeball your map or go set up a bookmark that *might* look close on your layout.

This is available. Here's a screenshot from ArcGIS Pro 3.3. Do you have a map frame constraint on your map frame? That will disable those functions because map frame constraints are designed to restrict how you can zoom and pan within an activated map frame. As long as you don't have a map frame constraint these will be available, and you can even use Zoom to layer in the TOC without activating the map frame.
