Windows 11 Efficiency Mode degrades ArcGIS Pro 3 performance

Windows 11 has initiated a default 'Efficiency' mode for all .exe tasks. This lowers the priority of the .exe in task managers and slows performance. When Closing ArcGIS Pro without a project this can result in ArcGIS Pro hanging for several minutes on Close. To avoid this recommend ESRI update the Target for the ArcGIS Pro shortcut as follows:  

"C:\Program Files\ArcGIS\Pro\bin\ArcGISPro.exe" --disable-features=UseEcoQoSForBackgroundProcess

This same pattern appears to work for a shortcut for to ANY .exe (e.g., works for your Chrome and Edge shortcuts).

I am also having issues with Windows 11 putting ArcPro into efficiency mode. I always know it is happening because my active map will suddenly stop updating, the little wheel will spin forever, the diagnostic monitor log shows an ever-growing list of "CSharedQueue Stall timeout", the save button greys-out, and the only way to exit the application is to use Task Manager. 

I added the --disable-features=UseEcoQoSForBackgroundProcess to the shortcut, which seemed to work for a month or two, but now today the problem is back. An exhaustive Google search produced a surprisingly small number of relevant hits, with just a few related to ArcPro. 

Has anyone else been experiencing this issue? Any solutions?

If it is 'back' for ArcGIS Pro I would check the shortcut again since a ArcGIS Pro upgrade (3.4. to 3.5) or a Service Pack install could have replaced the shortcut itself. In Task manager you can see if Pro is running in Efficiency mode (it will show the green leaf if it is).
