The licensing for the tracking calculation tool should be separated from the other Utility Network tools. Tracking tools are tools that work in both the portal and Field Maps, so there is no reason why it wouldn't also work in ArcGIS Pro under a Basic license. This is especially useful when working on an offline computer with data stored in a local FGDB. It is not appropriate to think about upgrading a license to a standard level just for this operation.
In addition, in Geometric Network it was possible to do a tracking calculation with a Basic license.

Are you looking for location tracking functionality as in tracking a vehicle or inspection crew? It seems you may be referring to the deprecated ArcGIS Tracking Analyst
Sorry for the lack of clarity, I mean about the trace of the water and sewage network, valve isolation, or upstream or downstream trace,
In the Geometric Network that was in Arc Map, valve isolation could also be calculated in the Basic license using desktop-addins, WaterUtilityNetworkAddIn. of ESRI
In ArcGIS Pro it is the Trace tool in Utility Network Tools, the same thing in Field maps can be used in a trace configuration, so I see no reason why it should not be available in ArcGIS Pro with a basic license, at least in the trace calculations built in by a trace configuration
