Turn off "include all other values" by default

TL/DR: remove all other values on by default in symbology>unique values

 

Currently in ArcPro 3.6.2, Whenever I select Symbology>Unique Values, "All other values" is turned on by default.  This means that <all other values> shows up immediately and must manually be deactivated, every time.  This is a waste of time because, especially initially there will be no other values until the user removes value classes.  Ideally, all other values would only show up when count for all other values<0 or if the user manually turns it on via the "more" drop down.  While this is minor improvement, it would save 3-5 seconds each time someone engages with a feature layer with unique values.

This default behavior is not a recent change, so I oppose directly changing the default behavior.  However I would support an option to turn it off or on with a one time setting at a user's discretion.

I can't believe they even changed it to be defaulted to on. Was much better when you had to optionally show it. A user setting probably would make the most sense given some are for and many are against.
