  When you are trying to use a tool that you find needs a specific license, it would be nice to have the ? that links you to the ESRI page for that tool where it then can show you want license you would actually need to use that tool.  Currently there is no help in determining what license you need for locked tools.

  For tools that are licensed, you can easily see the ? which links you to the help page for that tool.  This is what should be also avaliable for tools that aren't licensed...
