Setting to disable taking Pro Named User license offline on per-installation basis

Currently the ability to take a Named User license offline is controlled at an organization-wide level in ArcGIS Online. It would be helpful to add the ability to disable taking a Named User license offline in Pro on a per-installation basis. This would enable an organization to prevent users from taking a license offline in environments for which it does not make sense, and protect those users from potentially inadvertently losing access to Pro.

For example, when an organization is installing Pro on shared GIS workstations, virtual environments, remote desktop resources, etc., they could choose to set a parameter that would disable the checkbox for "Authorize ArcGIS Pro to work offline." A user, however, when running Pro in other environments, such as on their laptop, would still be able to take their Named User license offline.

This would also help protect users from circumstances where they unexpectedly lose access to their Pro license by mistakenly checking it out when they do not need to, sometimes requiring a lengthy delay and assistance from Esri to get them going again.
