In the symbols, you can set the range of scales in which each graphic effect will be displayed. For example, you can show a fill with a 35% opacity and a thin outline on a small scale, and a fill with a 75% opacity and a thick outline on a large scale. And all this within one layer on the content panel within the same attribute data. The goal is not to duplicate layers on the content panel before publishing to the portal at different scales.
