Sometimes when you add a scalebar to a map, you get something with division values that look like this:
You wouldn't want that on a published map, and usually you can adjust this somewhat easily. However, in a map series with a scalebar that adjusts its division value, you lose a lot of control over what your division values end up being. One map might look fine with nice, even values (.25, .5, 1), but others will look like this.
In cases like this, I would really rather the scalebar chose more sensible units even if it meant cheating a little by shrinking (rather than enlarging) the scalebar - go with 0, 0.25, 0.5, and 1.
I'm struggling with what the right words for such an option would be, but "Enforce fractional divisions" sounds right to me - some kind of box that by checking it, it would tell the software, don't even think about giving me 0.55 as a division value.
An additional plus would be that pairing this parameter with 'use fractional characters' would be guaranteed to actually work. Right now, when you get division values like those shown above, there's obviously no way it can display fractions.
