Replicate ArcMAP's "Import CAD Annotation" tool in ArcGIS PRO

As of ArcGIS PRO version 3.7.0, ArcGIS PRO's "CAD to Geodatabase" geoprocessing tool creates four feature classes. One of these is annotation. But the annotation converted from MicroStation .dgn files does not convert as accurately as the original ArcMAP CAD to Geodatabase tool did. We're left with annotation that is off by 1, 6, or maybe 10 to 25 pts off of the original .dgn file. When we run the same .dgn file through ArcMAP's CAD to Geodatabase tool, we see no such discrepancy.

To address this issue, I recommend ESRI replicate the an existing ArcMAP tool called "Import CAD Annotation". I recommend that they replicate this tool and bring it in to ArcGIS PRO as a new geoprocessing tool. If done correctly, this tool should produce fully accurate annotation. There is an alternate to this as well.  ESRI could "tighten" or "clean up" the existing "CAD to Geodatabase" tool so that it produces the same quality annotation that its ArcMAP predecessor does.

In my attachments, I give examples of how the ArcMAP produced annotation compares to the ArcPRO produced annotation. The difference is not massive, but it is very noticeable and not acceptable for our products. 

With ArcMAP's imminent degradation, this becomes more urgent for our workflow.

The black represents annotation from ArcMAP's CAD to Geodatabase geoprocessing tool. The dark red represents annotation from ArcGIS PRO's CAD to Geodatabase geoprocessing tool. The discrepancies as significant and create a cluttered, harder to read map. While there are extensive workarounds for the short term, the ultimate goal is a clean conversion that reflects ArcMAP's CAD to Geoprocessing tool (or ArcMAP's Import CAD Annotation tool).

Hello @KyleRSwansonfaagovSwanson , an Enhancement (ref ENH-000183355) aims to add the functionality in the ArcGIS Pro CAD to Geodatabase (Conversion) tool to create a FontSize field that existed in the equivalent ArcMap tool.

Hopefully, this should address some of the concerns you have mentioned.
