Page query defined by attribute of index layer in map series

When using a map series based on an index layer, I suggest the ability to use page queries on other layers based on a common attribute, not just the page name. 

For instance, in my locator map, I have a county layer, and I want to show only the county that matches the same county attribute of the current page.

Agreed. This seems like a really notable limitation of the page query function - if there is page names to query against, this should work.

This is such an massive and obvious hamstring to mapbooks it makes my brain hurt.  There's money to be made by anyone who can make a plugin that can fix this.
