Option to disable special editing behavior for network dataset street editing

There is special editing behavior that occurs automatically when editing streets in a network dataset, as defined here: https://pro.arcgis.com/en/pro-app/latest/help/analysis/networks/network-dataset-street-editing.htm. This automatic editing behavior may not be desired for certain editing workflows where you want more direct control over what happens with your data. It would be very helpful to add an option to turn off the special editing behavior for editing roads participating in a network dataset, possibly in Options > Editing or another logical location in the options menu.

We use two different approaches for road connectivity with NG9-1-1 datasets: In some cases, road segments should NOT be split where they intersect in order to prevent routing, in which case, we would not necessarily want the automatic editing behavior to apply; in cases where from/to elevation fields are used to allow/prevent routing, roads DO need to be split where they intersect, so the automatic editing behavior may or may not be useful depending on our editing scenario.

We also would like to have more control over how the from/to elevation values are populated, so it would be helpful to have the option to disable the automatic elevation value editing behavior, along with the other special editing behavior, when desired. It would be helpful to have multiple configurable options for the network dataset editing behavior to be able to configure it on/off for the connectivity editing behavior and the elevation value editing behavior separately.
