When exporting a layout to PDF/JPEG/etc ArcPRO should save the location between sessions or there should be a check box or separate "Location" box so you can easily save the export location/path for all exports for that project. 100% of our PDF exports are to different locations than the default file location for any APRX, and even though ArcPRO saves the export location during the session, it does not between sessions. It seems silly to have to enter that location every time we open/use a project.
One of the persistent frustrations of the Export tool is that it always defaults to the location of the last PDF I exported.
Generally, if I'm exporting a PDF, it's a map request. We maintain individual APRX file/folder pairs for each of our map requests. I want the PDFs to also be in that folder.
But if I'm not paying attention, the PDF export will always default to the previous map request I did, instead of the folder I'm actively in.
And yet, the file name defaults to the current map name. Why the old/current split?

Having an option to lock the destination is a good solution.
This needs to be per layout - I think I saw some other ideas relating to being able to change Export settings per Layout.

Think of Layout Name <> Destination pairs.
