Currently offline-sync is not compatible with 64-bit Object ID's:

ArcGIS Pro defaults to 64-bit Object ID's unless you go into your project's settings and check the box to use field types that are compatible with ArcGIS Pro 3.1 and earlier releases.
It seems like offline sync should be compatible with 64-bit Object IDs if that is what ArcGIS Pro 3.2+ is defaulting to for query layers.
