 Just like you can nudge graphics on your layout, you should be able to nudge annotation into the correct position. Annotating is such a slow process, this might help remove some of the trial and error involved in moving annotation elements very small distances with a mouse.

Agreed! There used to be a 'classic' tool that would allow you to nudge features like arrow keys nudge graphic elements. For fine tuning of annotations this was very, very helpful.

"Nudging representations and annotation" is available with Esri Production Mapping 10.1.

You can move, or nudge, cartographic features like representations and annotations by a distance of 10 pixels. The Nudge Representation or Annotation tools allow you to move features to the right, left, top, or bottom. Nudging a representation creates a shape override.

The functionality to Nudge features, via a context menu or keyboard shortcuts, is available with the Move and Annotation tools at ArcGIS Pro 3.6.
