multiple leaders from a single label (i.e. "label clustering")

AKA Label Clustering.

Sometimes I have multiple features that I need to be distinct (for example, points that need to remain as multiple visible points as opposed to a clustered single point) but all of those points have exactly the same callout. Manual cleanup ensues, and often times I would like to have a single callout box, with multiple arrows pointing to the various similarly attributed features.

Here's a relatively poor example of what I mean (it would be much cleaner ideally):

Also adding my strong support to this being implemented.

Specifically, I would really like to see the ability to move both ends of the leader line as mentioned by @RoseF .  In the current leader behavior, the distance from the label varies (greatly) depending on where the leader is snapping to the text box.

As others have mentioned already, it feels silly that this isn't already a feature. Very annoying that map products come out unprofessional with multiple callouts needed to create multiple leaders.

@KoryKramer Is there any word on if this is being considered? I see that it is labeled as "under consideration" but I'm not quite sure what that mean. Thanks!

Each status has a hover tip with additional info. Under Consideration means that we do have an issue for an idea in the development backlog but it has not yet been prioritized into a release plan.

I'll say that this is something we're considering doing, but it is not in the Pro 3.2 release plan (October/November 2023) at this time. Hopefully we can pull it in after 3.2.

This has been an issue far too long. ArcPy cannot relate a multi-feature to a callout line connected to annotation and/or automatically labeled?

Would have been great to have this heavily requested feature (requested over a decade ago?) today to label this small, one-off cluster of annexation parcels.

Gosh, even graphics are a difficult workaround. There doesn't seem to be any snapping whatsoever for graphic layers. I should really be able to snap my leaders to the same point...

Here is yet another use case: multipart features, such as parcels. These are all split by the road ROW, but it's not immediately clear; it seems like they're just unlabeled. If I add just one leader line, it will still look like only one is labeled. If I have it label every part, it will at first glance appear to be a separate parcel (unless you're closely looking at the numbers), and I'm very tight on space. There needs to be multiple leader lines.
