Map Notes: Let us share as web layer

I found out this morning that if you add map notes, you cannot share them as a web layer.

Steps to reproduce:

  1. Create new map in new project
  2. Add map notes
  3. Right click on map notes->Share
    1. Share as Web Layer is greyed out

  4. Add map notes from the database as a new layer
  5. Right cick-> Share-> Share as web layer
    1. Success

I'm not sure what it is about map notes that locks us out from using them as a normal feature class (since they are a normal feature class) but it's weird that this happens. If I use them, I'm using them because I need something quick and dirty. Having these roadblocks is always a surprise.

Please change the map notes to allow us to Share as Web Layer (and do other, normal feature layer and feature class stuff with them) right off the bat, rather than having to re-add them to the map.
