Lock graphic features

Make it so that a graphic feature, say like a map border or a title block, can be locked to prevent accidently grabbing and moving the graphic.

Another cool trick when working with those lock checkboxes, is that you can highlight multiple elements in the layout's Contents pane, and hold Ctrl + click on the lock to toggle locked state.
