Link ArcGIS Pro version to correct Help version

When in ArcGIS Pro and viewing Project > Help the user should get the version of help that corresponds to the version they currently have installed.

I'm currently on version 3.5.3, but when I click the help link I'm automatically taken to the help for version 3.7.

Oh, wow.  I don't remember if this changed with the switch to the new documentation site or if it's always been this way, but either way I agree that this is really weird.

It's doubly weird when you consider that clicking the help icon in a geoprocessing tool takes you to the documentation page for that tool in your version, even if your version has dropped from the usual supported list.

For example, my organization is still stuck on 3.1.3 for the time being.  If I open the "Tabulate Intersections" tool and want to reference its documentation, the help icon brings me to the 3.1 version of the documentation for this tool.

I think I honestly just assumed the global help button always worked the same way, but I genuinely can't remember if I've ever gone that route in the past.

By default, online help is selected in the Project Backstage.

The current version has a new offline help install.  Prior versions of Pro had their own.
