Not be limited to 10 MB of graphic elements in map mode. This limit is reached very quickly with some photo. Inserting graphic elements in layout mode is not an option I wish to use in some project.
Is this a limit per map graphic layer? Could it be bypassed by having another map graphic layer in that map?

It is cumulative.
My understanding is that this limitation was put in place to provide a balance allowing users to work with graphics, but not suffer from performance degradation when the map contains too many. If you're hitting this limit, maybe consider converting graphics to features in a gdb.
@KoryKramer , thanks for info + documentation. I'll take a look at map notes + converting to features. When you reach the 10MB or 4K element limit, does it warn you with a specific message or does it just stop letting you add things? Thanks
I recall seeing a specific error message during initial testing with graphics.
