If I understand correctly, these options relate to a Scene, but I don't have a scene open or in my project, even. These alone aren't a huge issue but they will never be relevant to what I do and do become troublesome when working in a smaller window since they cause other tools I do use to collapse.
Same goes on the feature layer tab:

The idea of the ribbons is that they are context sensitive. So if there is no scene opened, there is no need for ArcGIS Pro to show this options... This is at least how the ribbons usually behave.
@SimonSchütte_ct right, if the claim is that things are contextual, they should actually behave that way.
